What's the point of presenting the initial state?

Presenting the initial state of the project enables you to assess the impact of the planned activities on the environment, and to check that they are compatible with the environments concerned. You will also be able to check, during the operation of the activities, that the limits set for the levels of impact envisaged have not been exceeded.
