2. Does your article contain a substance or mixture? Is it a release article?
You manufacture or import an article, but in some cases you need to distinguish whether a substance/mixture is contained in your article, or whether the substance/mixture is an integral part of your article.
A few questions will help you identify your situation:
If the substance or mixture is separated from the article and used independently or is transposed into another similar article, does it retain its original use? If so, it tends to be a substance or mixture contained in an article.
Does the article act as a container for controlled release? Release refers to the fact that the article releases, under normal or reasonably foreseeable conditions of use, a substance (e.g. scented gum). If so, it tends to be a substance/mixture contained in an article.
