6.1 Do not consider the EEA but only the EU to establish your non-imported substances

REACh regulations apply in the EEA.

As of June 1 2011, the EU has 27 member states, while the EEA has these 27 plus Ireland, Liechtenstein and Norway. Switzerland is not a member of the EEA.
