4. Contribute through observers on ECHA committees
Two members of each committee - the Risk Assessment Committee (RAC) on the one hand, and the Socio-Economic Analysis Committee (SEAC) on the other - will be appointed as rapporteur and co-rapporteur for the dossier. These members will then present an initial proposal for an opinion, which will be discussed several times in plenary meetings, as well as in working groups and through written procedures.
The REACh regulation provides for the presence of observers during committee meetings. These observers represent the various "stakeholders". They include representatives of industry associations, trade unions, non-governmental organizations, etc. These observers can take the floor during discussions.
