5. ICPE (installations classées pour la protection de l'environnement) safety

Any industrial or agricultural operation likely to create risks, pollution or nuisances, particularly for the health and safety of local residents, is a classified facility.

The constituent files, like those relating to operating permit applications for ICPEs, must include a description of the safety measures implemented by the facility to reduce the risks of interaction and external aggression.

The standard orders of the ICPE nomenclature (general requirements applicable to classified installations) contain a paragraph relating to safety:

  • access control: outsiders, with the exception of those designated by the operator, do not have free access to facilities (e.g. fenced or locked);
