2. Security at the request of the state: OIV or operator of vital importance

A sector of vitally important activities, as defined by article R. 1332-2 of the French Defense Code, is made up of activities with the same objective:

  • relating to the production and distribution of essential goods or services (insofar as these activities are difficult to substitute or replace) such as the satisfaction of essential needs for the life of populations, the exercise of State authority, the functioning of the economy, the maintenance of defense potential or the security of the Nation;

  • that could present a serious danger to the public.

These regulations derive from Directive 2008/114/EC on critical infrastructure protection (EPCIP: European Programme for Critical Infrastructure Protection ).
