2. Regulatory and standards framework for transport system safety

2.1 General legislation

Regulations governing the safety of linear transport infrastructures are set out in a number of legislative and regulatory texts. On the legislative front, Law no. 82-1153 of December 30, 1982, as amended, on the orientation of domestic transport (LOTI Law) and Law no. 2002-3 of January 3, 2002, on the safety of transport infrastructures and systems (SIST Law) were incorporated into the French Transport Code in 2010. These texts cover three types of infrastructure: roadways, railway lines and guided public transport systems.

With regard to urban guided public transport (UGPT), such as metros and streetcars, but also urban funicular railways, the texts implement the following six guiding principles:
