A neutron-multiplying medium is a medium containing fissile nuclei that make up the bulk of nuclear fuel, where the absorption of a neutron by one of these nuclei can lead to its fission, and thus to the emission of new neutrons, but may also not generate fission but simply produce new isotopes (increase in atomic mass).
