While the primary responsibility for the safety and radiation protection of a facility lies with the operator, the public authorities must be in a position to ensure effective control through regulation, inspection and expert appraisal.

In view of the complementary nature of safety and radiation protection in protecting the public, government control of these activities is grouped under a single directorate, and expert appraisal work is essentially carried out by a body combining these two areas of expertise.
