There's nothing more dangerous than juxtaposing instruments without ensuring logical continuity between them.

The systemic dimension of projects is taken into account through a preliminary process known as relevance diagnosis. It's no longer enough to manage a project in the best possible way. It has to be part of a broader approach, which is that of its usefulness to the community. The community is not only the beneficiary of the project, but is also confronted with a modified reality.

Before committing to a project, it's important to check that it's well-founded.
