This section can be seen as a Retour d'EXpérience (REX) on the legacy of F. R. Farmer today.
As a preamble, it's worth noting that current approaches rarely initially ask the question: What is the total risk? How can it be modeled and assessed? Is it acceptable BY WHOM and FOR WHOM?
F. R. Farmer's terms "designers" and "evaluators" can be taken in a broad sense.
For example, a person carrying out a FMEA for a project might be considered a "designer", and the person(s) who are supposed to make decisions on this basis might be considered "assessors", such as the managers who are supposed to accept risks on behalf of a general management team.
