2.1 Owner (MOa)
This is the person who commissions the work, or for whom it is built. He is the person principally responsible for the work, and in this role fulfills a function of general interest from which he cannot withdraw.
The project owner is obliged to incorporate occupational risk prevention into his project even before work begins, and to monitor it at every stage.
