2.1 Regulatory and historical background
The Energy Savings Certificates (CEE) scheme was set up to encourage energy suppliers (known as "obligés") to promote energy efficiency among their customers. Since its creation in 2005, this mechanism has undergone a number of regulatory adjustments designed to enhance its effectiveness and adapt to the ambitions of the energy transition.
