4. Conclusion

This article shows how far we've come since 1995, when the first regulations governing connection conditions were published. Over the years, the framework for the development of decentralized generation has been built up: regulatory texts, technical reference documents issued by network operators, and contractual documents for connection and access to the network. Most of the framework is now in place, but adjustments will continue to be made.

This long road has only been possible thanks to close, and sometimes delicate, consultation between the various players: ministries, the French energy regulator, grid operators, producers and manufacturers. This consultation has led to a genuine change in the way players behave: DSOs have included the connection of decentralized generation in their missions, and have published connection rules in a transparent manner; producers...
