3. Processing network connection requests

The year 2000 saw the translation of the European directive into French law, with the publication of implementing laws and decrees. With regard to both producers and consumers, their position as "distribution network operators" requires network operators to :

• an obligation of confidentiality; in particular with regard to commercially sensitive data: power reached, consumption, load curves; in application of articles 16 and 20 of law 2000-108, decree 2001-630 of July 16, 2001 defines the data to which the obligation of confidentiality applies;

• an obligation to be transparent, to explain principles and practices, and to assess the network operator's professionalism;

• an obligation of consistency; non-discrimination, uniform treatment of consumers and producers alike.
