Mobile devices are those that can be moved during operation, while remaining connected to their power supply. Hand-held devices are those designed to be held in the hand during normal use.
The essential difference between these portable devices and fixed equipment is the likelihood of an electrical fault occurring while they are being used, either hand-held or in contact with the hand. Since, in general, they are also fitted with flexible tubing which can be subjected to a wide range of stresses (traction, impact, crushing, abrasion, torsion, etc.), it is not surprising that the proportion of accidents occurring during their use is higher than for fixed equipment.
