2. Guidelines and cyber defense
Under Article 288 of the Treaty on the Functioning of the European Union (TFEU), a directive is binding, as to the result to be achieved, upon the Member States to which it is addressed (one, several or all), but leaves the national authorities room for manoeuvre as to the form and means of achieving that result. Directives form part of the secondary legislation of the European Union, and are then transposed by member states to give them the force of law.
When we evade or minimize the implementation of an active cyber defense to effectively protect our information assets, firm and definitive decisions must be imposed on the collective.
