4. How should the responsibilities of the various parties involved be formalized?
The need to demonstrate that information and instructions have been correctly transmitted to the various parties involved, particularly in the event of an accident, implies keeping a written record of the various documents exchanged. As the ADR does not impose anything on this subject, apart from the obligation of traceability, local regulations should be applied.
For the record, in France, this will mean, among other things, for the plant managers of each company concerned:
draw up delegations of authority and/or job descriptions for company personnel;
post instructions at workstations on the tasks to be performed, as well as on what to do in the event of an accident;
establish technical purchasing specifications for the materials to be supplied...
