5. Classification or positioning system
The classification system is the decisive criterion for the effective application of the law, since it determines the legal, technical and financial framework within which the facility can be created or can continue to operate.
The classification regime is defined according to a quantitative threshold indicated for the installation (or ICPE heading) concerned, in the nomenclature of classified installations.
Under the law governing classified facilities, there are three classification regimes corresponding to four increasing levels of applicable regulatory constraints.
5.1 Declaration (D) or Declaration with Controls (DC)
