The parties that may be involved in the operation of a facility classified for environmental protection (ICPE) may be internal or external to your facility. The purpose of this fact sheet is to provide you with an overview of these stakeholders and their level of involvement.
The public’s right to be informed and to participate in environmental decision-making is reflected, in the context of ICPEs, by the establishment of commissions and a secretariat, whose representatives may largely overlap (federal agencies, local governments, associations, etc.). While the work of the Departmental Councils for the Environment and Health and Technological Risks (CODERST) remains independent of that of the Site Monitoring Commissions (CSS) and the Commissions for the Prevention of Pollution and Industrial Risks (SPPPI or S3PI), the activities of the latter two may, on the contrary, be closely linked. It is important to: distinguish between them by identifying their missions and powers; understand the relationship between the CSS and the SPPPI or S3PI.
CODERST is a departmental administrative body whose mission is to assist the departmental prefect (the police prefect in Paris) on matters related to public policy in the areas of environmental protection, sustainable management of natural resources, and the prevention of health and technological risks. As such, it is responsible for issuing an opinion on draft prefectural decrees concerning ICPEs, for example during the procedure for opening classified facilities for environmental protection (ICPE) subject to registration (E), authorization (A), or authorization with conditions (AS). It is therefore important to understand how it operates and what its role is.
To understand the classification system for facilities, activities, structures, or projects subject to regulations governing classified facilities for environmental protection (ICPE), you need to be familiar with the underlying concepts. The purpose of this fact sheet is therefore to define the key terms related to this specific area of environmental law and, for each term, to provide examples that will help you better understand these concepts and place them within their regulatory context.
Biological processes with suspended biomass of the activated sludge type are used for the treatment of urban or industrial wastewaters. These processes are generally based upon equations of "matter" assessments constructed on the hypothesis of a permanent regime. However, these systems are the subject of constant disturbances: high variation in pollutant load, discontinuity of certain operations. The dynamic analysis of the biological processes for wastewater treatment is thus essential in order to understand the real operating of units and optimize the dimensioning parameters.
There is currently an increasing need for fast and cost-effective analytical methods suitable for water pollutants monitoring and toxicological impact assessment. In this context, some techniques based on the specific properties of whole cells, enzymes, antibodies, DNA, biopolymers or materials of natural origin, appear as excellent alternatives or complementary techniques to classical chemical methods. This article will be more particularly focused on biosensors and biosorbents (principles, advantages and limitations, application to water quality assessment, new trends).
This article relates to the treatment operations for the elimination of dissolved substances present in natural fresh water used as raw material in industry and the production of drinking water. The main processes are described and grouped by major physicochemical reaction (gas-liquid exchange, oxidation, adsorption, ion exchange, equilibrium, membranes), the operations are explained as well as the expected performances and drawbacks. A final chapter is devoted to a synthesis by dissolved substance, the interest of which is to quickly identify the process(es) allowing its elimination or transformation.
This article proposes to tackle the carbon capture, utilization and storage challenge through an integrated approach, to reach net zero emission objectives and mitigate global warming. In this perspective, a series of CCUS technologies currently operational at the industrial scale are analyzed from techno economic point of view, in order to identify key synergies or issues within the value chain. Eventually, this article explores the current frontiers of knowledge regarding the molecular chemistry of amine absorbents used in post-combustion capture, which paradoxically remains the most mature and deployed capture technology to date.
Microalgae-based biofacades are an original example of urban integration of an interesting plant biomass bioproduction. This article details the challenges of this integration, both for the host-building and for the microalgae culture. General design principles are presented, along with various implementation examples. The main performance and social acceptability criteria are then summarized. The article concludes with perspectives for innovation, demonstrating the value of creating thermal and chemical symbioses to reduce the energy consumption and environmental impact of buildings and microalgae production.
This article analyzes strategies for the detection and remediation of chlordecone, a pesticide once widely used in the French Antilles. It covers its history, examines its physicochemical properties, and assesses its health effects. Various decontamination techniques, such as microbial biodegradation, phytoremediation, and compost sequestration, are explored. The extraction and quantification of chlordecone in environmental and biological matrices, along with associated analytical methods, are presented. Finally, the article highlights the need for advances in extraction and detection to optimize decontamination treatments.
