1.1 Water source constraints
City water can be used to supply industrial sites, but its cost is high and rising.
The contribution of groundwater is decreasing, as borehole water is generally of satisfactory quality and is little taxed, but taxation is set to increase significantly during the 6th Water Agency Plan.
We are increasingly forced to use surface water, which is unfortunately subject to pollution. The degraded quality of river water means that manufacturers often have to carry out extensive water treatment prior to use, which then becomes increasingly costly.
