6. Reflections and recommendations for water security

6.1 Small water utilities

For a small utility, capabilities and resources are often limited, so the implementation of a WSecP could prove to be a demanding task. Typical conditions for small utilities are:

  • no technical staff (often, one town official is responsible for all public infrastructure);

  • outsourced technical services;

  • no monitoring equipment and no resources for maintenance;

  • no digital infrastructure;

  • long standing ‘other problems’, ‘other priorities’, etc.
