1. Identify success criteria

Value – including results from the customer's or end-user's point of view – is an indicator of success and the ultimate driver of projects. Value focuses on the results of deliverables. The value of a project can be expressed as a financial contribution to the sponsoring or beneficiary organization. Value can be a measure of the good achieved, for example, the perceived benefit to the customer of the project outcome. When the project is a component of a program, the project's contribution to the program's results can be expressed in terms of value.
