4.1 At which decision-making levels should LCA be used, and why?

The players involved in environmental decision-making in the transport sector are public and private, individual and collective. They are involved throughout the decision-making chain, from planning to construction, from consumption of goods and services to deconstruction and recycling of transport system components. They are primarily public authorities, companies and users.
