With regard to additional work that has become necessary, which may amount to 50% of the initial contract, article R. 2194-3 of Code de la commande publique specifies:
"When several successive modifications are made, this limit applies to the amount of each modification.
These successive modifications must not be intended to circumvent the advertising and competitive bidding requirements.
