After reading the expectations of each stakeholder, it's only natural that many of the desired resources should be shared. In order to aggregate these data and obtain a meaningful consolidation, a new processing step must be taken.

For this purpose, the appropriate method is that of decomposing a graph into "strongly related components". The graph (square matrix) reflects the interactions between the items referenced in the expectations inventory, and the components correspond to the groupings of topics that are more closely correlated.

By definition, the matrix reflects a certain assessment of the state of knowledge, and could be reinforced by gathering the opinions of several experts as part of a DELPHI approach (iterative consultation).
