According to the European Union's representative for Foreign Affairs and Security Policy: "Fundamental rights, democracy and the rule of law must therefore be protected in cyberspace. Our freedom and prosperity increasingly depend on a strong and innovative Internet, which will continue to grow if private sector innovation and civil society foster its growth, but online freedom also requires security and safety. Cyberspace must be protected against incidents, malicious acts and abuse, and public authorities have an important role to play in ensuring a free and safe cyberspace".
