2. Safety measures

In response to the growing number of acts of unlawful interference with civil aviation since the 1960s, the International Civil Aviation Organization (ICAO) has published a series of recommendations for member states. ICAO defines security as "a combination of measures and human and material resources aimed at protecting international civil aviation against acts of unlawful interference" ( , chapter 1 ^er ).
