4. How to bring about large-scale change?

The trends we have outlined show that developments are already underway throughout the world. There's no need for an injunction to innovate: it's already everywhere, in abundance. Virtually anything is possible, provided we have the "right" shared objectives and the methods for integrating them into our territories to change the lives of citizens and businesses. The main questions now concern our ability to :

• to aim for more crisis-resistant systems that are fair to all citizens;

• to bring all the players together to think about the complex system as a whole;

• to review our modes of governance;

• to risk sharing information and data in a competitive world, to let go of our professions and convictions to be able to reinvent ourselves;
