The imperial decree of October 15, 1810, on factories and workshops that emit unhealthy or inconvenient odors, defined the basis for legislation on classified installations and laid the foundations for a nomenclature. The explosion at the Grenelle gunpowder factory on August 31, 1794, which killed over 1,000 people, seems to have been the reason for this decree
