Contradictory

Procedure under which interested parties must be given the opportunity to submit their written or oral observations prior to the administration's decision.

Operator

Natural or legal person, under public or private law, holder or applicant of the authorization to operate.

Infringement

Behavior prohibited by law and punishable, depending on its seriousness, by a fine and/or prison sentence.

Legal entity

Group with a legal personality enabling it to hold rights and obligations, as opposed to a natural person.

Individuals

A person as a subject of law, as opposed to a legal entity.
