3. Regulated and controlled withdrawals and discharges
Water withdrawals and discharges into the aquatic environment, likely to have an impact on these environments, are regulated by two different regimes: the regime for installations classified for environmental protection (ICPE) and the regime for installations, works, works and activities (IOTA). These regimes are overseen respectively by the DREAL, the French authority responsible for classifying installations, and the water authority. The aim of both sets of regulations is to protect the environment.
Depending on the nature and scale of the facilities, structures, works and activities involved, a prior declaration or authorization procedure must be carried out with the police authorities before any installations, structures, works or activities can be started up, and may lead to an administrative authorization.
