4. Waste management principles
Under the polluter-pays principle, waste holders are responsible for their waste up to the final stage of disposal (art. L. 541-2 of the Environment Code).
This implies that it is technically and financially organized in such a way as to :
respect the hierarchy established by the Environmental Code between prevention and management of its waste, and encourage the former by all means, particularly sorting at source;
ensure that waste is managed without endangering human health or harming the environment;
organize the transport of waste in order to limit its distance and volume;
provide information to the public on the environmental and public health impacts of waste production...
