3. Obligations arising from cross-border transfers

The transboundary movement of waste has been the subject of much concern for over twenty years. As early as 1984, the Council of the Organization for Economic Cooperation and Development (OECD) adopted a resolution on these shipments (C (83) 180 final).

For example, the case of the dioxin-contaminated drums following the Seveso accident (explosion of a chemical reactor producing herbicides on July 10, 1976) was one of the factors triggering reflection on this topic. At the end of August 1982, dioxin-contaminated chemical waste from Seveso, previously stored in an Icmesa reactor, was transferred in 41 drums from Italy to Switzerland (Basel) for incineration by the Ciba company.
