3. Conclusion

The Bletchley Declaration and the Council of Europe's Convention on AI provide a framework for governance. They are legal documents, binding or non-binding, whose evolution depends on scientific, economic, financial and geopolitical factors.

It should be noted that the Bletchley Declaration was preceded by a G7 agreement on October 30, 2023 under the Japanese presidency. This agreement includes principles and a voluntary code of conduct.

The guiding principles are particularly relevant to organizations developing artificial intelligence systems, which should aim to focus on secure AI that inspires confidence in its "customers" and partners; they will communicate the guidance adopted to entities developing and using advanced AI systems, including generative AI systems.
