6. Regulations and standards
The industrial and commercial activity of HAPS/LAPS is both recent and diverse. In fact, only the fields of aviation, automobiles and robotics can serve as examples for outlining their new legal and regulatory framework. As with the three fields mentioned, it seems that the regulations applied to HAPS/LAPS will be based on the first experiences gained.
The Artemis agreements, ratified by 48 countries in 2025, cover general commitments based on the Outer Space Treaty (OST) drawn up in 1967, including the use of space for peaceful purposes, the registration of space objects, the protection of space heritage and the reduction of orbital debris. ....
