At this stage of our attempt to decipher the current situation—which some might prefer to call an exercise in deconstruction—it is important to revisit the two propositions at the heart of the analysis.

The territorial dimension of any project is essential.

In fact, it should be understood as the necessary connection between the project and its territorial implications. Everyone readily acknowledges this for all projects dealing with land-use planning. However, this correlation must be extended to all activities. And this principle finds its justification in the very framework of ecology. A community coexists with its environment and forms an ecosystem with it. As such, every project is bound to interact with the community, whose new behavior will have impacts on its physical environment.
