Partnership contracts

Like public procurement contracts and public service delegations, partnership contracts are subject to the fundamental principles governing public procurement contracts, namely :

• freedom of access,

• equal treatment of candidates,

• transparency of procedures (art. L. 3 of the CCP).

Given the global nature of the mission entrusted to the economic operator within the framework of a partnership contract, the award procedures inevitably include a pre-qualification process, which will make it possible to rule out non-credible applications and select only those bidders likely to submit serious offers.
