ICPE: identifying internal and external players

Local government

Legal entities governed by public law that are distinct from the State and, as such, enjoy legal and financial autonomy; these include municipalities, departments, and regions.

Legal entity

An entity endowed with legal personality, enabling it to hold rights and obligations (for example, a business corporation).

Natural person

A person recognized as a subject of law, as opposed to a legal entity.

Administrative police

Unlike the judicial police, whose purpose is law enforcement, the administrative police focuses on prevention with the aim of maintaining public order; the ICPE police is a specialized administrative police force.
