ABSTRACT

Occupational exposure to noise is a significant source of risk for workers. It affects their health, both in terms of hearing damage (deafness) and non-auditory effects (fatigue, stress, etc.). The French Labor Code sets requirements regarding workers’ exposure to noise, the acoustic treatment of work premises, and the noise emission levels of machinery. The employer is responsible for ensuring compliance with these requirements. This document aims to provide occupational safety and health professionals with the knowledge necessary to understand, measure, and reduce noise in the workplace. It also aims to place noise control at the heart of a comprehensive occupational health and safety strategy and sustainable performance.

 INTRODUCTION

Since 1963, hearing loss has been recognized as an occupational disease and, as such, entitles the affected individual to compensation. Taking into account regulated noise exposure levels and sound pressure levels helps limit the impact of a “noisy” environment on health. Reducing noise levels and exposure times, as well as improving equipment and ergonomic conditions, are all potential measures that fall under comprehensive worker protection.

In the workplace, many activities and types of equipment expose workers to noise. Under certain circumstances, noise levels can be very high and pose a risk of occupational hearing loss, particularly when exposure continues for several years. Given the large number of workers affected and the highly disabling nature of hearing loss, public authorities have established regulations aimed at protecting workers from the harmful effects of noise and reducing noise in the workplace.

Even at moderate levels, noise can also cause, over the long term, non-auditory health issues such as fatigue, stress, sleep disorders, and even cardiovascular problems. In addition to its health effects, a poor acoustic environment can impact a company’s performance. The social cost of workplace noise is very high, estimated at approximately 19 billion euros per year in France.

French regulations on workplace noise establish requirements regarding employees’ exposure to noise, the acoustic treatment of work areas, and the noise emission levels of work equipment. To comply with these requirements, general prevention principles are set forth in the Labor Code, and noise-related risks are subject to these principles.

After providing some background information and a review of the acoustic concepts necessary for understanding this document, this article focuses on the parameters used in regulations, standards, and common practice: sound levels, exposure levels, sound attenuation, intelligibility indicators, etc. Measuring these parameters requires specific instrumentation, particularly for assessing the acoustic quality of workspaces. This instrumentation is then presented, along with details regarding measurement protocols.

This is followed by a detailed description of workplace noise regulations, specifying employers’ obligations, exposure limit values, and prevention and control measures; an overview of the financial and societal costs of noise, assessed using public health data, statistics on occupational diseases, and economic losses linked to reduced productivity; and finally, a detailed list of preventive measures, covering workplace design, machine selection, acoustic treatments, and organizational measures.
