5. Regulatory constraints
Legislation has long taken into account the problems that pollution can pose. Since 1829, pollution offences have been punished as part of the fishing law, which aims to protect fish by applying article 434-1 of the rural code, and then article 407 of the new fishing law of June 29 1984.
When it comes to regulating wastewater discharges, we need to distinguish between two aspects:
regulatory constraints under the control of the State, mainly under the ICPE (installations classées pour la protection de l'environnement) legislation;
financial incentives provided by water agencies.
