Once the hierarchical breakdown of the project has highlighted the operational skills required, you need to define the organizational responsibilities. These call on the resources of both the prime contractor and the client.
Traditionally, people have job descriptions within the organization. The same applies to a temporary organization: the project.
The classic headings of the function sheet are :
Name of function (project manager, steering committee member, analyst, programmer, tester, etc.) ;
hierarchical positioning in the project organization ;
the list of tasks to be carried out ;
a list of responsibilities and authorities.
