7. Identification of Emergency Response Measures
The principle of defense in depth, particularly used in the nuclear industry, involves establishing successive lines of defense until those that can reduce the consequences of an accident by properly managing crisis situations are reached. It is very important to apply this principle by planning the emergency response actions to be implemented for accident scenarios deemed to be of high severity.
Given the general lack of certainty regarding the impossibility of a hazardous situation occurring, this step must be based on hazards rather than risks. Indeed, it is by planning these actions that one can reasonably prepare for situations that are too improbable to warrant significant prevention or protection efforts.
