2.1 Hierarchical construction and conservative assumptions

The estimators {C^i,F}M=0..3 are all constructed conservatively: they aim to maximize the final contamination of the food. Each tier progressively adds complexity to a common parent model, so as to resolve some of the uncertainty when justified.
