1. Defining the carbon scope of industrial utilities

1.1 Prerequisites

The French Law on Energy Transition for Green Growth (LTECV) and the BEGES decree require companies with more than 500 employees to publish an emissions report every four years. Beyond this legal obligation, pressure from customers, investors (ESG reporting, European taxonomy), and public authorities (carbon tax, Carbon Border Adjustment Mechanism –MACF) makes carbon tracking essential for any industrial player.

However, industrial utilities—– —such as compressed air, cooling, steam, hot water, lighting, and motive power—– account for an average of 30 to 60 percent of a production site’s energy consumption and, consequently, an equivalent share of its GHG emissions.
