Unlike the purchase of equipment, which is perfectly defined by the requisition and guide plan drawn up by the engineering department, a works contract is not an isolated act that can be carried out independently of the preparation and progress of the worksite.

In this respect, the separation of the teams responsible for carrying out the work and those responsible for awarding contracts should be avoided. On a project level, only the overall cost counts, giving the person who determines the initial price (contracting) too comfortable a position, and not giving him responsibility for the final cost and deadline (site management), means that only one aspect of the problem can be dealt with.
