If delinquents, activists or even terrorists are designated as targets by States, which have put in place legal rules and deployed resources to combat these cybercrime actors, what happens when States themselves engage in cyberattacks?

As States are subjects of international law, they cannot be prosecuted and punished under the rules of law they have put in place to repress acts of cybercrime or cyberterrorism.
