4. Building the SMS

The main recommendations that can be made to a company wishing to equip itself with a SMS that is truly its safety management system and not just a file requested by an authority are :

• build on strengths and REX, and gradually fill in the gaps;

• look for the perennial, the general;

• hurry slowly.
