6.1 Don't define measures that are too lax or, on the contrary, too restrictive
The major difficulty in drawing up a safety plan is to define the measures that are most appropriate to the situation, economically viable and sociologically acceptable. Test the measures defined during full-scale simulations, and adapt them continuously and objectively to the risks to be covered.
