3. When should a safety plan be drawn up?

For certain "high-risk" dangerous goods, handled above certain thresholds specified in chapter § 1.10 of the ADR, which could be diverted and misused by terrorists and used, for example, in the composition of explosive devices, a security plan with specific measures must be drawn up by each of the parties involved in the shipping process.

For greater efficiency, therefore, the various companies involved should, if possible, collaborate and each draw up their own safety plan in consultation with the other parties involved.

The thresholds above which high-risk goods must be covered by a security plan are defined in chapter § 1.10 and summarized in the table "List of high-risk dangerous goods and thresholds for drawing up a security plan".
